    February 13 Andover police received a complaint from a local resident on Feb. 9 that her ATM bank card and some personal checks had been stolen and used at local stores to purchase items and to obtain cash at banks in Andover and Hampton. A joint investigation was conducted by the Andover Police Dept. and the N.J. State Police. On Feb. 13 four suspects were identified and located at a residence in Andover. The four, James B. Regad, 20, of Newton; Daniel C. Pfeil, 20, of Newton; Michael A. Royce, 18, of Oak Ridge; and Katherine F Layton, 18, of Newton, were arrested by Andover Police Det. Gil Taglialatela and N.J.State Police Det. Kevin McGill. They were charged with theft, conspiracy, theft by deception and forgery. All were released pending a Feb. 23 Andover Municipal Court date.
