March 2 At 9:21 p.m., a Byram police officer observed a vehicle speeding and traveling in a careless manner on Lackawanna Drive. The officer initiated a motor vehicle stop, during which the officer discovered that the driver, William F. Clines, 38, of Hackettstown, had a suspended driver’s license. At that time, Clines offered the officer $100 to let him go. Clines was arrested transported to the station for processing. At the station, Clines submitted to and failed two breathalyzer tests. He was charged with bribery, driving while intoxicated, driving while suspended, speeding and careless driving. He was transported to the Sussex County Jail in lieu of bail. His vehicle was impounded for 12 hours as required by state law.
