    A motor vehicle stop on Orchard Street resulted in an investigation by police and the narcotics dog and an arrest for possession of controlled dangerous substances. On Tuesday, March 21, at 9:03 p.m. Ptl. Thomas Muller stopped a vehicle on Orchard Street for a motor vehicle violation.  Subsequent investigation lead to the issuance of a summons to its operator, Donna Golian, 47, of Sparta Avenue, for failing to change her address and the arrest of a male passenger, Richard Cowan, 43, of Main Street, for possession of a hypodermic needle and two counts of possession of a controlled dangerous substance. Cowan was taken into custody and charged with possession of a hypodermic needle, possession of cocaine, possession of heroin and possession of a controlled dangerous substance in a motor vehicle. Cowan was lodged in the Sussex County Jail in default of $7,500. The case is pending a court appearance. The arresting officers were Sgt, Dean Coppolella and Patrolman. Dan Finkle of the Newton police department, assisted by Sussex County Sheriff’s Officer Chris Bork and his narcotics dog, Gunny.
