    May 3 In a cooperative investigation between the Newton Police Department and the Sussex County Narcotics Task Force, a vehicle being operated by Jeffrey Frazell, 46, of Sparta, was stopped by police on Route 206 as it was heading north into Newton at about 8 p.m. The passenger in the vehicle was identified as Samuel Richmond of Newton. The investigation resulted in the seizure of a total of approximately three ounces of cocaine from the vehicle and from the persons of Frazell and Richmond. This amount of cocaine has an estimated “street” value of nearly $9,000. Richmond was arrested and charged with possession of cocaine with intent to distribute it, a second-degree crime. He was lodged in the Sussex County Jail in lieu of $75,000 bail. Frazell, the driver of the vehicle, was arrested and charged with third-degree possession of cocaine and as an accomplice to the possession with intent to distribute cocaine, which is also a second-degree crime. Frazell’s bail was set at $10,000, no 10 percent. He was also lodged in the Sussex County Jail.
