Sex offender arrested for failing to notify police of address change

    NEWTON - On Monday Oct. 23, Newton Police Detectives arrested James L. Roff, an unemployed 22 year old male from Newton and a registered sex offender, for failing to notify the Police Department when he moved from the address that he provided when he last registered with the Department on July 6, 2006. In an effort to closely monitor registrants, Newton Police Detectives regularly check and verify registrant information. It was during this process that it was learned that Roff had moved from his address on Aug. 25, 2006. He never informed the Police Department as he was required to do under Megan’s Law. Investigation showed that he had been staying at other addresses within the Town of Newton during the time since Aug. 25, 2006, including spending 13 days in the Sussex County Jail during late September into October for an unrelated matter. Roff was located, arrested and served a summons complaint for Failure to Notify the Newton Police Department of a change of address as required to do as a registered sex offender under Megan’s Law NJS 2C:7-2D, a Fourth Degree Crime. His current address was verified and he was released pending Court.
