    Dec. 5 Steven C. Quinn, 25, of Franklin, was sentenced to two years probation and was given credit for 142 days time served. He was ordered to submit to a TASC evaluation and follow any and all recommendations made, pay restitution in the amount of $3,700, pay total fines and penalties of $683 and submit a DNA sample at his expense. Quinn's New Jersey driver's license was also suspended for one year. He pled guilty on Oct. 24 to joyriding, a third degree crime; criminal mischief and hindering apprehension, both crimes of the fourth degree, and the motor vehicle offenses of reckless driving and failing to report a motor vehicle accident. In pleading guilty Quinn admitted that on July 16, in Franklin, he took a vehicle without the owner's knowledge or consent, had an accident and then lied to police about the events that had taken place. Justin K. Lazier, 25, of Vernon was sentenced to two years probation, $2,283 in fines and a seven-month loss of driver’s license. He pled guilty on Sept. 26 to the third-degree crime of possession of a controlled dangerous substance, driving while suspended and driving while intoxicated. He admitted to possessing two bags of heroin, having driven under the influence of heroin on July 16, during the course of motor vehicle stop by Vernon Police Officer S. Fitzgerald. Jhessyca R. Owens, 22, of Newton was sentenced to two years probation, 81 days time served in jail, a substance abuse evaluation and treatment and $3,555 in fines. She pled guilty on June 27 to two counts of the third-degree distribution of a controlled dangerous substance. She admitted that on Aug. 18 and 23, 2010 she sold on each occasion 10 bags of heron to an undercover detective assigned to the Sussex County Gangs, Guns and Narcotics Task Force. Devin M. Gallo, 20, of Sparta, was sentenced to two years probation. She was ordered to submit to a TASC evaluation and follow any and all recommendations made, to abstain from any and all use of controlled dangerous substances and not associate with known drug users, and to report to Probation at least once a week for drug screening. She must pay restitution in the amount of $1,034, pay total fines and penalties of $655 and submit a DNA sample at her expense. She pled guilty on Sept. 26 to three counts of fourth-degree theft and two counts of third-degree theft. In pleading guilty Gallo admitted that on four separate occasions between May 2010 and July 2011 in Frankford and Sparta Townships, she took money and checks from several victims. She was previously enrolled in the Sussex County Pre-Trial Intervention Program but was terminated due to noncompliance. Russell G. Shaffer, 33, of Franklin, pled guilty to three counts of third-degree theft. Sentencing is presently anticipated for Jan. 9, 2012. He admitted to stealing boats belonging to residents throughout Hardyston Township. Theresa A. Lavin, 27, of Sussex, pled guilty to the third-degree crime of attempting to defraud a drug test. Sentencing is presently anticipated for Jan. 23, 2012. She admitted to attempting to defraud a drug test administered by the probation department by using a vial of another individual’s urine during the course of test administered by Senior Probation Officer Dana Riotto. Shaun H. Poyer, 33, of Newton, pled guilty to the third-degree crime of possession of a controlled dangerous substance, an ordinance violation for being in a state park after dark and to DWI. Sentencing is presently anticipated for Jan. 23, 2012. He admitted that in Hampton Township on June 10, 2011 he was in the Bear Swamp State Park after hours, that he possessed seven bags of heroin and had driven there under the influence of both alcohol and heroin. Matthew Hammond, 29, of Newton, pled guilty to two counts of third-degree burglary. Sentencing is presently anticipated for Jan. 23, 2012. He admitted to entering two vehicles owned by a Frankford resident and taking stereo equipment and cash. Dianne Butto-Sibilia, 47, of Hamburg pled guilty to third-degree theft, third-degree identity theft and third-degree perjury. Sentencing is presently anticipated for Jan. 23, 2012. Butto-Sibilia admitted that she lied under oath during an eviction hearing before the Honorable William J. McGovern III, JSC, and further admitted that she used her mother’s identity to fraudulently obtain a $105,000 mortgage on her mother’s property and used the proceeds from the mortgage for her own expenses. Casey Barnett, 20, of Newton, pled guilty to the third-degree crime of possession of a controlled dangerous substance and to the fourth-degree crime of theft of moveable property. Sentencing is presently anticipated for Jan. 27, 2012. She admitted to possessing 10 bags of heroin on July 17 in Newton. She also admitted to stealing $225 in cash on July 25 from her employer, Gormley’s Luk Oil, in Newton. Dec. 6 Frank Tillman, 30, of Montague, pled guilty to burglary and two counts theft, all third degree. Sentencing is presently anticipated for Jan. 27, 2012. In July Tillman, along with another co-defendant, broke into St. Paul’s Abbey in Andover taking cast iron radiators. He then broke into Dunn’s Bus Company, located in Wantage, in August, taking various brake drums and shoes from several buses.
