January 9 At 9:17 p.m., while on patrol, Ptl. Harry Russo observed a black pickup truck speeding at 57 m.p.h. in a 30 m.p.h. zone on Breakneck Road in the Highland Lakes section of Vernon Township. Ptl. Russo stopped the black, 1997, Dodge Ram pickup truck. While speaking with the driver, Walter J. Fraas, 47, of Highland Lakes, Ptl. Russo suspected that he was intoxicated. Ptl. Russo administered several roadside sobriety tests which Fraas failed. Fraas was placed under arrest for driving while intoxicated and speeding. At police headquarters, Fraas failed several breathalyzer tests. He was charged with speeding, driving while intoxicated and released to a family member pending Vernon Township Municipal court appearance. The Dodge pickup was towed and held for 12 hours to satisfy the requirements of John’s Law.
